Fairfield Hills Authority 7/17/06
The Fairfield Hills Authority held a special meeting on Monday, July 17, 2006 in the meeting room at the C. H. Booth Library, Main Street, Newtown, CT.  Chairman Robert Geckle called the meeting to order at 7:30 p.m.

PRESENT:  Robert Geckle, Andrew Willie, Amy Dent, William Lavery, John Reed, Moira Rodgers, Donald Studley, Walter Motyka

ALSO PRESENT:  Maria DeMarco (DeMarco Management), four members of public, one member of press

PUBLIC PARTICIPATION:  Ms. Ruby Johnson, Chestnut Hill Road, stated that in the minutes of the 7/19/06 meeting, Mr. Baillie of O&G talked about the “estimates for the ballfield, which includes demolition of Shelton House” – it is actually Fairfield.  She also feels that the cost for the ballfield should not include demolition of a building.  Chairman Geckle stated that the cost for demolition will be broken out and not assigned to the ballfield.
        Two representatives of the Newtown Congregational Church were present to request use of the property for a flea market on September 2 and 3.  They were told to speak with Ms. DeMarco to find out the newly adopted Use Policy and fees for use of the property.

Finance Committee – Mr. Studley had provided copies of his financial report prior to this meeting.  He reported that in June, we received a $32,750 reimbursement payment from the state for electricity that was used for state facilities.  Mr. Reed questioned again who oversees the budget.  Mr. Studley replied that the budget is the responsibility of the Board of Selectmen.  Mr. Reed would like a footnote indicating that the budget presented at each meeting is for informational purposes only since the Authority has no control over the budget.

Operating Committee - Chairman Geckle advised that the plans and estimates for the ballfield and trails is 98% complete and therefore cannot be discussed at this meeting.  It was agreed to call a special meeting for next week when the plans are complete and to invite the Parks & Recreation Director and P&R commission members.  Mr. Reed, who has been working on the trail plans, advised that he will be out of town next week.  He went over his recommendations for the handicapped access with Authority members for discussion at the special meeting.
All members received copies of reports from DeMarco Management, R. W. Bartley and from Public Works Director Fred Hurley. Mr. Geckle asked about the tree that fell on the property.  Ms. DeMarco advised that she is waiting for the Public Works Department to take care of it.    Mr. Willie will follow up.  Mr. Studley asked about the paint peeling from the sunrooms and windows.  Ms. DeMarco stated that there are certain areas where we have to do something about peeling paint.  Mr. Willie advised that Public Works will hopefully be paving around the security building this week.   Mr. Geckle asked about the ground water problems around Bridgeport Hall after the drains were installed.  Ms. DeMarco advised that Mr. Bartley has prepared a punch list for Fleet Environmental and that will be taken care of before they finish the soil remediation project.  

Planning Committee – Ms. Dent and Mr. Geckle met with Mr. Barclay to review the contract.  The recommended changes have been received but not yet reviewed.   
                
Having no further business, the meeting was adjourned at 8:30 p.m.
